Irrigation Water now available – April 11, 2015

Irrigation water is now available as of Saturday April 11. It’s actually been on for a couple of days which has given it time for debris to clear.

Please follow the mandatory water schedule to ensure pressure for everyone and don’t forget to regularly clean your individual sprinkler filters. Watering Schedule

Annual Meeting – April 30, 2015 6:00 pm

The Red Leaf Heights annual meeting is to be held at 6:00 pm on Thursday April 30, 2015 at Eagle Hills Elementary school, 650 Ranch Drive.

Please join us. We need your participation!

If you can’t join us, a proxy form was mailed with the last invoice. Either give it to another homeowner to act as your representative or mail it to Development Services, Inc., 9601 West State Street, Suite 203, Boise, Idaho 83714 or by Fax: 208 939-6117.

The Perimeter Fence is now complete

The perimeter fence is now installed and stained.

The color is a Behr color called SC-116 Woodbridge and is a water based fence stain. The painting company converted the Behr SC-116 Woodbridge stain color into the Cabot O.V.T oil
based stain that was used on the fence.

You can buy the Behr water based stain at Home Depot, just ask for Behr House and Fence base number 30 in SC-116 Woodbridge color. Or if you want the oil based
product go to a Cabot dealer and have them formulate the Woodbridge color. Thriftway Lumber on State Street near Collister sells the Cabot product.

The water based stain is somewhat easier to use and the oil based stains can spontaneously combust if not handled properly. Supposedly, the life expectancy of the Cabot and Behr materials are about the same.

The painting company has offered to assist the homeowners in Red Leaf with any questions about the fence staining process, or how much stain they will need or any other questions they have. In addition, they are offering a 5% discount to homeowners in Red Leaf if scheduled soon. You can contact Joe Huether at PCA Fence in Boise 378-4787.

Irrigation Water off October 15, 2014

The irrigation water will be turned off the morning of October 15. We were lucky this year to go this long. October 15 is usually about as late as any good water year.

Perimeter Fence started 7/28/2014

Work on the new fence has begun! The first section is the fence east of the Red Leaf entrance on Floating Feather to the neighborhood dividing line about halfway to the Eagle Knoll entrance. Those affected should have been notified before each section is begun. They are doing the fence in 1000 foot sections and are trying not to leave anyone open over a weekend. It usually takes about a week to do a section.

Perimeter Fence

The board after much research and deliberation and input from several sources as well as the Special Meeting of 6/12/2014 has decided to replace the perimeter fence.

The fence will constructed of 6 foot standard 1×6 cedar pickets picture framed by 1×4 cedar trim, three 2×4 rails, and 4×4 pressure treated wood posts. Assembled with screws and with the posts set in concrete.

See the attached bid by Butte Fence who has been selected as the provider. Minor adjustments may be made before acceptance as the final bid.

Implementation may begin as early as the middle of July. Butte Fence will coordinate with each homeowner to provide as minimal disruption as possible.

Homeowners will need to trim back plants or shrubs that may interfere with building the new fence.

Funds to build the fence will be taken initially from the HOA reserve account which has been set aside for this purpose over the past few years. The fence directly responsible to the HOA will be paid directly from the reserve. This consists of the fences at the end of Kite and the fence on both sides of the play area containing the basketball court.

The board has decided to contribute $10,000 as a community investment which will be taken from the budget for community improvement projects that was not used last year. The perimeter fence owners will reimburse the reserve account for their portion of the fence. This will be calculated on a linear foot basis and may be paid quarterly with the dues over a 10 year period. A $25 yearly service fee will be charged until paid in full. Additionally the board has decided to pay for staining the exterior of the fence also as a community investment.

A new fence will be a significant improvement to our neighborhood, replacing the current fence which is in poor condition and was of poor quality and design when originally installed.

Special Perimeter Fence Meeting 6/12/14

There will be a Special Perimeter Fence Meeting of the Red Leaf Heights Neighborhood Association to be held on Thursday, June 12, 2014 at the Eagle Sewer District Office, 44 N. PALMETTO AVE, Eagle, Idaho at 6:00 p.m.
We will need 25% (32) homes represented either in attendance or by written proxy in order to reach quorum. If the quorum is not met for this meeting, a subsequent meeting will be held on June 24, 2014 with no further notice to homeowners required, at the same time and location, at which only 10% (13) will be required to transact HOA business.
In the event you cannot attend, we suggest you give your proxy form to a neighbor that will be attending.

Irrigation water should be available Friday April 18 if all goes well. There may be intermittent access until all common area sprinklers are checked. It is recommended that you allow the irrigation lines some time to clear before starting your individual system to reduce debris accumulation in your filters.

Hail Damage

You may remember that back on September 5, 2013 we had a major hailstorm. At the same time a house on Kite was struck with lightning and was severely damaged.
We didn’t think much about it until a few days later a storm chaser came through the neighborhood and told us we had hail damage to our roof. We called our insurance company and had them look at it. To our surprise the adjuster said we needed to replace the roof. He also told us that asphalt shingles should not be replaced until there are days with 40 degree weather for at least 5 hours a day. I notice quite a few homes around have already replaced their roof and we will in the spring.
If you have not done so, you may want to have your roof inspected. I understand you may have 2 years from the date of damage to file a claim.
